As a mental health professional serving clients across Arkansas, I am writing to express my deep concern and strong opposition to House Bill 1916. This bill is not only harmful — it is dangerous. It directly threatens the safety and wellbeing of transgender youth, and it places providers like myself in an impossible position: to choose between following ethical, evidence-based standards of care or risking legal consequences for doing what is clinically right.

Trans youth are already at heightened risk for depression, anxiety, and suicide — not because they are transgender, but because of the systemic discrimination and lack of access to affirming support. Gender-affirming care is not experimental or fringe — it is a well-established, life-saving approach supported by every major medical and psychological association in the country, including the American Psychological Association and the American Academy of Pediatrics.

This bill also violates the core ethical principles of our profession—namely, to do no harm and to affirm the dignity and autonomy of those we serve. It disrupts the therapeutic relationship and instills fear in both clients and clinicians. I have sat with clients in the depths of despair, and I have seen firsthand the healing power of being affirmed in one’s identity. Legislation like HB1916 will rip that away from the very people who need it most.

I respectfully urge you to vote against HB1916 and instead support legislation that protects the mental health and basic human rights of all Arkansans. Our trans youth deserve safety, support, and a future filled with possibility — not fear and further marginalization.
